I recommend an article in the New Yorker – Testing, Testing by Atul Gawande, December 14, 2009.
It’s about building an effective agriculture system (historical view) and an effective and affordable health care system (future hope). The common denominator is an incremental approach, bottom up rather than top down, and pragmatic, looking for what works. There’s something here to provide food for thought about building a system that can assure decent care for Vermont children, community by community, using a variety of structures. I’d like to see some more brainstorming on this theme. ~ Arnold
